Judging from/by, To judge by/from

I've got four English dictionaries that mention these different expressions as correct:

Collins (BrE): Judging from and to judge by.

MacMillan (AmE): judging from/by.

Cambridge (AmE): Judging from/by; to judge by/from.

Longman (BrE): judging from.

So?
