It just means a place where you can buy hard-rock hamburgers

Strictly, it is street language. The reason why is probably that some half-respectable places would have rooms that adjoined them; and these rooms were used to sell things that were not respectable (it was a "joint" to the main building). So Dizzy'z restaurant might have a dope-joint
