Monarchy is obviously a second form, but what about a third... perhaps dictatorship.
Anarchy would hardly seem to qualify since it is the lack of government. There is always feudalism but I think that it would be considered to be a form of monar

I would expect Johnson to use the standard tripartite division "democracy, aristocracy, monarchy" that goes back to Aristotle. He would have considered anarchy (suggested by one of the other answerers) as the absence of government. Dictatorship/tyranny cou

simply reads (in my Todd/Chalmers abridgement):
