Can I write:

He jogs to the park.

Some would probably find that fine. I would prefer 'through', but that doesn't really convey the same meaning as 'across'. I guess it depends on the park and where one starts from.

Can I write:

He jogs to the park. I can't understand what part of this sentence you are uncertain about.

You might like to note that you can also use quite a range of other prepositions. eg
'He jogs from the park'.
'He jogs into the park'.
'He jogs out of the park'
