Job rejection & job refusal

Hi there)
Here I`m again with my beloved job rejection letters (
The thing is I happen to come across the term job refusal and as I feel it refers to a situation when an applicant himself turns down some job offer, business proposal, etc. Am I right?
But sometimes I also face job rejections (when employer turns you down) that are called job refusals. So are these terms interchangeable? Is there some difference between these two notions?

It may be that some employers are using the terms incorrectly because that does happen. Native speakers make mistakes in speech and writing, too. You are right in that the applicant would refuse the job that is offered to him/her, and the employer would reject the applicant by not hiring him/her.
