I can't see it being used there. 'Errant' is more 'wandering', while 'jerky' is like hiccups.

Halting speech with broken phrases????

I've heard "broken English" to indicate that someone doesn't speak the language well. Not sure "broken phrases" would say exactly what you mean.

What about "stammering"?
