Jacks roll

Hi, I don't understand the expression "jacks roll" in this paragraph:

And we trained with the garrotte, too. Everything I’d read said it was OMG sooo dangerous, you can crush someone’s trachea before you know it, so I made practice garrottes out of jacks roll, so they’d break if we pulled them too tight.

Could anyone please explain this to me ? It's Irish, if it helps.
