I've sent or I sent

Hi I've read we use present perfect when the past has some importance to the present situation.

So if I'm talking to the library about the book request should I say "I've sent an email to you about a book request." Obviously this has some kind of connection about the present so it tells me to use present perfect, although the action is already done, it's not like I'm actually still sending the email, so should it be simple past?

Or should it be present perfect, although simple past only if I mentioned the time like "yesterday"

And could someone explain to me please when to use I've read and I read. Or could it be used both in some situations?

wow that's very interesting I've always wondered if native speakers ever mistake the correct tense, it's their mother language so everything seems so natural to them (please correct me if the grammar is wrong in these sentences). I've spoken to once south african once and he said that he just knows it automatically when to use the certain tense although couldn't explain the principle of it.

like I spoke to him once, or I've spoken to him once.

Are there situations where both are correct?

Generally speaking, it depends on which meaning you intend for 'once'.
