I've seen vs saw

How are they different?

Can

"This is the prettiest picture I have seen"

be written as

"This is the prettiest picture I saw" or "This is the prettiest picture I seen."

Have is a stand-alone verb (I have a nice house) and an auxilliary (helping) verb used with other verbs (like "see") to make the "perfect tenses".

There is present perfect, past perfect, and future perfect. These have progressive and passive forms, too.
