I've issued enough "no comments"...

Tess: I'm sorry to disappoint you but for years our conversations
have been limited to the matters that affect our investors.
Military woman: You're a good liar, but I've been watching.
And I've issued enough "no comments" (heard enough excuses?)to know when one
really means... "I'm not telling." (Refuse to cooperate?) So, where are
the vigilantes?

The military woman claims to be an expert on the reply "no comment," because she has used it many times herself. Therefore, when someone else uses the reply, the military woman is able to tell if "they" mean: (1) I have nothing to say because I don't know anything; or (2) I know the answer but I'm not going to tell you.
