I've got to start thinking

Would anyone kindly help me with the meaning of this sentence? I can not understand which tense it has.

- I've got to start thinking about college soon.

I was thinking so! But, If it is past perfect tense, why the sentence is ended by the word "soon"? It is looks he is going to get start thinking about college in the near future! So, why the verb is past perfect tense? I can not understand it.

Past Perfect verb for a sentence in "future tense"? I can't understand at all.
