I've already been the ghost in the machine once...

Clark: Chloe, you just got back. You're the heart and soul of Watchtower.
Chloe: Yeah, but I can't be Watchtower anymore. I've already been
the ghost in the machine (The brain in charge of Watchtower?) once. I can't --
I can't do it again.

I believe "the ghost in the machine" is a term coined by Gilbert Ryle, mostly likely as a way of mocking the concept of a "soul". It can refer to the mind in general, so "the brain in charge" is, I think, an adequate description, though I don't know the details of the text you're translating, and knowing them might modify my opinion.
