It's urgent to correct these sentences, help me pls.

Austrian chemical works let hazardous waste to the Rába but eventually the strong opposition of environmentalist organization and the hungarian government could prevent them from go on polluting the river.

what can i say if i want to mean that these factories are close to the border. i mean i'm looking for an adjective that means it in one word.hope to be understandable (
rába= river in hungary

is it corrct? can we express it in a more sophisticated way?
