It's true/it's the case

Hi,
Can I use it's (not) the case and it's (not) true interchangeably? Do them mean exactly the same?

eg:
If that is the case/true then I will be very disappointed.

It is simply not the case/true that prison conditions are improving.

all the students in the class past the exam. No, that's not true/that's not the case.
