Can I say "it's time you should go to bed"?, if yes, is there any difference between "it's time you should go to bed" and "it's time you went to bed", with regard to popularity, context, etc.?

'It's time you should go to bed' sounds weird. If want to say this, just say 'You should go to bed'.
