"It's time to..." or "It's high time to..."

Are both above exactly the same meaning?
Are they always followed with past tense?
Could we simply say "it's time to go" instead of "it's time we went" with the same intent?

"It's time to go" is fine. "It's high time to go" does not sound idiomatic to me. "It's time we went" and "It's high time we went" are both OK.

"It's time to go" is fine. "It's high time to go" does not sound idiomatic to me.

"It's time we went" and "It's high time we went" are both OK.
