It's time that + verb question

'It’s time they come to the table and deliver the safe staffing standards that nurses and our patients deserve.'

I thought we use a past tense of a verb in a sentence starting 'It is time that...'

What is the difference of using a present tense and a past tense of a verb in that sentence?

' That is recommended by academics. Yes. However, you'll see the present tense quite often, especially in American English.
