It's time or it's the time?

In terminator 3 Arnold told the boy "It's time." why didn't he tell "It's the time."

In my opinion everytime is "time" but a specific and pre mentioned time is "the time."

We are in time for the meeting.
It's time you got a haircut.
12:15-- time for lunch!

Specificity/previous mention would suggest that all these require 'the', but they don't.

0 I've always learnt that after "it's high time", you had to put "were"; is it different with "it's time", or has the rule evolved? 0-
