It's Time Followed By Present Tense

Hi,

“It’s time the Football Association of XXX scout for a leader - not just a competent footballer - to be the national team's coach, says one observer.”

The sentence above is from the Channel News Asia, on April 20th. My understanding in grammar is ‘It’s time + past tense’, so the sentence above should have been “It’s time the Football Association of XXX scouted for…”

Am I missing something?
