It's = there's ?

Hi!

Can the "there is" form be replaced with "it is" in cases like "IT'S A DIFFERENCE BETWEEN THIS AND THAT." meaning that "there's a difference between this and that"?
or
"IT IS ONLY ONE WINDOW IN MY ROOM." (There is only one window in my room.)

No. Not in standard English. It may be a regionalism, but it's not standard, and I don't believe I've ever heard it here in the U.S.
