it's the parents that make all the difference

Hello,
Is there anything wrong with the following?

it's the parents that make all the difference.

1) It's the parents WHO make all the difference.
2) Its the parents that MAKES all the difference.

Which is correct and why?

All the sentences need a capital letter on the first word. 2) is wrong - you need make because 'parents' is plural 1) correct I prefer to use who as the relative pronoun when refering to people, but that is often used.
