Hi everybody. I want to ask you another question according to the sentence "It's surprising that she's here."

Why the anticipatory It can't be considered as an antecedent of the (hypothetical) "relative pronoun" that?

In English "it" is never used as an antecedent. For example, you can't say I found it that I was looking for.
