"It's surprising that she's here."

Hi all. Last Grammar class my teacher told us the 'that' in the following sentence: "It's surprising that she's here." works as a relative pronoun, but I'm not sure. I think it's a subordinate conjunction.

Is there any way in which she could be right?

It is not a relative pronoun in either case. Here is an example of 'that' functioning as a relative pronoun. His arrival was a surprise that did not please everybody.

Thank you so much! Can I ask you another question? If the answer is yes, why can't "it" be considered as an antecedent? I know it can't but I don't know why... such a situation...
