It's still predominant or It's still predominantly ?

Please look at this question.
"Market research indicates that despite the growth of online shopping malls, it is still ------- at traditional stores that consumers make their purchases."
1) predominant
2) predominated
3) predominantly

It is said its correct answer is "3) predominantly.

I've thought it should be 1)predominant. In that sentence, "that" is a kind of conjunction so it has to be a sentence without that clause.
In plain language,In this sentence of "It's certain that he'll be elected." This words of "It is certain." is composed of a perfect meaning like a sentence.
and look at this sentence. "It's interesting that people eat hot chilies in hot countries" . In this sentence, "It's interesting" is also a sentence because "that" is a conjunction.

But the blank in the question above needs "adverb",not "adjective".
Ah~~~ .... I've thought it's meaning has also required "adjective",not "adverb". Could you explain to me why it should be "predominantly",not predominant ? And why did they put "at traditional stores" before "that" conjunction ?
I think it is better that "it is still predominant that consumers make their purchases at traditional stores." Am I wrong ?
