Would any of these options make this a correct sentence? "It's planned that the palace is to be restored/that the palace is restored/that the palace be restored for future use."
Also how about "The palace is planned to be restored for future use"? Would this be correct? The first example with 3 options is the most ambiguous to me so could you please let me know which of those are correct?
