Context: someone who I don't know says, "Hi. My name is Mark."
I don't need to introduce myself since he knows me. Is it appropriate to reply "Hi Mark. It's nice to meet you"?

This is okay.
However, if you don't know him then why would you assume he knows you? I would think it's more natural to reply with "Hi Mark, I'm David. [It's] nice to meet you."
The 'It's' is in brackets because it's often dropped in colloquial speech but is technically correct.
