it's =" it is " or "it has" ?

Please help what is the meaning of the following sentence:

It's really gone to the dogs.

it depends with the context u're using,if u use it in a sentence like the one above:it's realy gone to the dogs,then be sure that it means,it has gone to the dogs but if u're using it in a sentence like:it's raining,then know that it means it is raining.helpful?

The present perfect tense active voice, is formed with have/has + past participle

The present tense passive voice is formed with be + past participle:

Gone is the past participle of go, so the contraction is "has." Go is intransitive, so there is only one choice:
