It's hard to get a hold on him [telephone English]
Hi,
If I can't reach somebody on the phone and having tried to call them several times, can I say:
1. I can't reach him. 2. I can't get through to him. 3. It's hard to get a hold on him. 4. It's hard to catch him on the phone.
I think the last one is a bit ambiguous. Can it mean it's hard to understand what he says on the phone or should I rather say It's hard to follow him on the phone ?

I take the fourth one to mean that he rarely uses the phone.
