It's getting to be that time again?

Hello again...
I need help on this sentence "It's getting to be that time again". What does it mean? The time will come? The history will repeat? Or else?
Thank you.

Oh I see. I'm translating a document here and trying to give my best judgement based on the context.
If the whole sentence is "It's getting to be that time again, and looking back on everything that's happened in 2012, I just want to say thank you for your cooperation", can I assume that the term refers to "It's approaching end of the year"?

That seems to me to be a reasonable assumption.
