it's dangerous (play/playing/to playing) with fire.

I found the following question in an exercise book.

It is dangerous ... with fire.

a) playing

b) play

c) to playing

d) with playing

Without looking at the choices, I would write "to play" . But since there is no "to play" for me to choose, the best answer is a). But I feel it's weired. Any comments? Thanks.
