It's advised + passive voice

which one is correct?

It's advised that meetings be held at regular intervals.

It's advised that meetings are held at regular intervals.

or something else?

the first one was what popped into my mind at first, but I'm unsure.

basically I want to write, that the author advises the readers that they should hold the meetings at regular intervals. I'm translating a pretty formal text and I want to sound formal.
