Its about/high/ time?

Hye everyone could you please help me in understanding these;
"Its about time He was leaving"
"Its high time nurses were given their good pay and conditions"(What does this mean?,does this mean that "it is the right time or good time to do this?)
I will be very thankful if You please explain me how to use these two and
also Could You tell me,how do I use"as far back as"? and what are the synonyms we can use
rather than it?

Hi It's about/high time means that whatever it is should have already happened or taken place. It's high time I got a pay rise = the pay rise is overdue (in my opinion).

Hi It's about/high time means that whatever it is should have already happened or taken place.

It's high time I got a pay rise = the pay rise is overdue (in my opinion).

Many possible meanings.

1. I have been wanting him to leave for some time. I have been thinking that he should leave.
2. Because I know that he has to be somewhere else soon, I know it is almost time for him to leave.
3. Because of his disruptive behavior, it is now time for him to leave, in my opinion.
