It's about time

How do I use ' it's about time ' ? What do these ones mean if they are correct?

1. It's about time he heard it.

2. It's about time he hears it.

3. It's about time he has heard it.

Hmm... I've been doing some exercises from Graver's Advanced English Practice recenlty... and he doesn't say anything about other forms than past ones...
