He took it six levels down. It is unconventional, excessive to the point of ludicrousness. One level is what you usually see, like "a mockery of justice", one level down from the thing being ridiculed, in my example, justice. He took things a step further by not even saying the basic thing and calling it a sham from the start. Those words appear in a farcical trial in the movie Bananas.
