It's not correct to say 'five oh ten'.
You can say 'five oh nine' - you are just reading out the figures '5.09'
But there is no 'oh' before the '10', so you just say 'five ten'
Saying times like that would be suitable for a railway station announcement or a similar situation. In conversation you would say 'ten past five', 'ten to five', or 'nine minutes past five' if you need to be

This is what I understand from that. It's ten eighteen. It's 10:18. That is a quarter past ten (15) and 3. 15 + 3 = 18.
