It would be best to vs. It is best to

Hi everybody,

Could someone tell me if there are any differences in meaning between the 2 structures "It would be best to" and "It is best to"? For example:

Should I tell my friend which of the following?:

_ It would be best to watch the movie next weekend.

or

_ It is best to watch the movie next weekend.

He's a close friend of mine so we can be pretty candid with each other.

Judging from your questions, I guess "would be best" is used when the speaker wants to politely suggest doing something, whereas "is best to" is used when giving a strong opinion.
