1. Those grease stains won't wash off.
2. Those grease stains aren't washed off.

Q1) Do #1 and #2 have the same meaning but suggest a different concept?
Q2) Does #1 suggest that the grease stains themselves on, for example, a shirt is hard to wash? (active voice)
Q3) Does #2 suggest that the grease stains themselves on, for example, a shirt is not washed well by for example someone who are washing or some detergent? (passive voice)
