Hello....

Are all four below acceptable?
Grammar books don't seem to be mentioning this matter.

1.
a. It was in this place that they met.
b. It was in this place where they met.

2.
a. It was on Monday that he arrived.
b. It was on Monday when he arrived.

The cleft sentence formula is almost exclusively It is/was X that ....

One possible exception is that for people you can use who(m) instead of that. Any other word in that position is unusual.
