I read this sentence in a news report. Does it work naturally for native speakers? Any suggestions?

It was the second day of the office but the staff did not seem in the right mode of ideal working speed.
I understand that he wants to say that (after the break) two days had passed since the office reopened but everyone looked lazy and slow.
