It was sweltering hot

Given the example:

It was sweltering hot, especially in the large classroom where they did their written papers.

There are two consecutive adjectives after ‘It was.’ So I think it indicates that because of ‘hot’ ‘sweltering’ came. Is this right?

I would just call 'sweltering' an adverb, a colorful alternative to 'very'.
