It was supposed to be / There was supposed to be

Hi teachers,

Scenario: Our supplier is unloading a set of furniture in the parking lot where we are there to do the inspection with our list on hand.

I say: I'm sorry but it was supposed to have two pieces of ply boards we ordered. They should have been here. (Would there was supposed to...justified there? And please correct the sentence.)
