It was high time you did something. This is what I normally hear.
It's usually in a context in which you have recently done 'the thing'.

It was high time you had done something.

You'll hear both of these (with the same meaning):

It's (high) time you do something about it. It is now essential for you to do something about it. (Sooner or later you must act.)

It's (high) time you did something about it. Same.

1) First of all these sentences are constructed in the subjunctive mood (not indicative) So the backshift which is to take place in the indicative mood doesn't take place in the subjuntive mood.
