Hi,
I have some questions:
1. I think the original question isn't punctuated well. we need a period or semicolon before "nevertheless". I mean the original question should be punctuated like this:

It was cold and rainy; nevertheless, Bob put on . . . .
or
It was cold and rainy. Nevertheless, Bob put on . . . .

2. "but" in option A also looks fine. Why can't it work too?
