It was 1989 when S +V...

Several key economic indicators, though more than two decades apart, are strikingly similar.
For Japan, it was 1989 when growth slowed to the zero percent range, shortly before becoming an aging society.
It's like deja vu across the East Sea.

"For Japan, it was 1989 when growth slowed to the zero percent range."

Here when clause functions as a subject like it is true that you are great or it is a it-cleft sentence like it is yesterday that (when) I met her in the park?

If it functions as a subject, I was wondering if when, where, etc can be a subject like when I met her was yesterday.
If it is a it-cleft sentence, I think that any prepositions should be needed like it was in 1989 when..., right?

Which one is correct? Can you shed light on this question? Thank you so much as usual in advance!

" This is not the typical cleft sentence. "It" refers to that combination of economic indicators, not another clause in the sentence. The "when-clause" is adverbial.
