It turned out that I was wrong // it = that clause?

Teachers, am I correct to assume that 'it' and 'that' clause in this sentence are the same? I mean, that clause refers to 'it'?:

"It turned out that I was wrong."

Not really. This is a prop 'it' – it really has no referrent, as in "It's raining."
