it ~ that ~ (singular/plural form?)

"It is the rough Atlantic Ocean, the cold, dark, winter nights, the fierce "northers," that (make/makes) the British and the American sailors the toughest and most skillful in the world."

Here, which form is correct? make or makes?
I'm confused because the word 'it' is sigular while the following nouns which are more close to the verb in question are plural. Could you give me some explanation?
