It started or it has started?

It looks like it started to rain.
It looks like it's(it has) started to rain.

Which of the above is grammatically correct?
Even both are acceptable, please tell me the "more correct one"?

It looks like it's(it has) started to rain. The first one is possible only in very limited situations, as perhaps when watching a movie with rain in it.
