It sounds bad, what should i use?

I dont know what word would fit best here: He bought a 250 acre plot of low-value land in Hartford, cheap because it (laid?) on the banks of an often-flooding river.

Anonymous He bought a 250 - acre plot of low-value land in Hartford, cheap because it [lay / was situated] on the banks of an often-flooding river. As shown, or 'the banks of a river that often flooded'. CJ
