it said that I didn't have any credit

Well, I've just tried to buy a jacket for six hundred dollars. And when they swiped my card, it said that I didn't have any credit. I'm sure that can't be right.



What does it refer to? 

His card, or the cash register?

It's natural that people take it the card-machine. Or the screen of the machine. Or the central Visa computer system, which is where the 'intelligent decisions' are made about the approval of each transaction. Personally, I think of 'it' as the central system. So, 'it' is rather generalized and vague here. It's open to interpretation.
