it or that?

When I want to refer to previous sentences in an essay, which pronoun of "it" or "that" should I use?

Could anyone recommend any site which explains these differences?

I think we use 'this'. We give scant respect to road rules today. This will lead us to dangerous situations.
'It' in my estimation functions primarily as a pronoun or as a provisional subject.
